We work to strengthen Ukraine's security and defence capabilities — through international cooperation, building domestic capacity, and weakening the aggressor's military potential.
Programs

International Cooperation
We build institutional ties with international partners — partner governments, diplomatic missions, and sanctions authorities. Part of this work takes the form of private briefings, whenever open disclosure of our analysis could compromise security interests.

Building Domestic Capacity
We analyze policies critical to the country's defence capability, to help shape systemic decisions within the state. Our analysis supports institutional reform in the defence procurement sector.

Weakening the Aggressor's Military Potential
We investigate sanctions-evasion schemes, identify third countries' involvement in building alternative supply chains for dual-use goods, and document the development of Russia's military-industrial complex. This work forms the basis for our recommendations on strengthening the sanctions regime.
